[Botan-announce] Botan 1.4.6; minor bug fixes

I've tossed Botan 1.4.6 up this evening. It fixes a bug in the shutdown code
introduced in 1.4.5 and has a few tiny new features, such as support for XMPP
addresses in X.509 certs. I am attempting to limit how much time I'm spending
on Botan due to other obligations (both work and other projects), so, assuming
there aren't any really catastrophic bugs in 1.4.6, this will be the last
release for a while.
