[Botan-announce] Botan 1.11.32 released

Botan 1.11.32 has been released today. There are no security critical bugs fixed
in this release, but as always using the latest version is recommended.

Consult the release notes for all the changes, but the big items are

* The deprecated algorithms MARS, RC2, RC5, RC6, SAFER-SK, TEA, MD2,
  HAS-160, RIPEMD-128, Rabin-Williams and Nyberg-Rueppel have been removed.
* Adds the NewHope Ring-LWE key encapsulation algorithm. This scheme
  is quite efficient and provides conjectured ~200 bit security
  against an attacker with a quantum computer.
* New TLS callbacks API (compat for code using previous API is maintained)
* Support for TLS Encrypt-then-MAC extension.
* A new Cipher_Mode interface allows encryption without copying into a
  secure_vector first.
* SSE2 optimizations for ChaCha
