[Botan-announce] Botan 2.19.0

Greetings,

Botan 2.19.0 has been released.

The only new feature of this release is the addition of a forward
error correction library compatible with the C/Python zfec library
[https://github.com/tahoe-lafs/zfec], along with associated command
line utility.

Beyond this there are various small build fixes for Emscripten,
OpenBSD i386, Loongarch64, older macOS systems, and GCC 4.8.
