No!

The requirements for the Vernam cipher are very simple:

- the pad must be random
- the pad must not be reused
- the pad must be secret (it's the key!)

These formats (e.g. mp3) have headers, etc.

Anyway, the data is not random, so it should not be used as a one-time-pad.
